how many volts should a magneto put out on an old Wisconsin engine?

1st off, please answer if you are very good with small engines / magnetos. I do not want to hear, "take it in a store, or buy a new engine!" Some people still take pride in restoring things, and not all of discarding and buying mentality 1 NEW! I am not a geek, greener, but I do not agree with things in a landfill, it can be helped!

I try to get an old Wisconsin horizontal shaft motor to run. It's probably an engine of 50 or more, a bowl of float glass, grooved teeth pivot style throttle cable and pull start.It was an old log splitter and the splitter I had to work if I turn my hand, so I think everything is left is the engine and I prefer to use the original engine.
I'm pretty good with small engines, but points, etc. were before I started working on them, so if I need help, but I do not understand the principle of points, condenser, etc.

I checked the gear housing and motor components seem very good mag, I turned by hand and checked the voltage, only got about 13 V max over the candle, but again it ' was that he slowly turned by hand, but again his hand / knot in a rope crank
So can you tell me how many volts should be put out and what to check?

I can not find my book right now Wisconsin. I have my book handy and Kohler said the points of the magneto should be set at 0.020 inch (twenty thousandths).
Then, the magneto should be timed. There should be a mark on the wheel and an opening in the burial. As the engine was still running in the direction of normal rotation. The points should just open the line that marks the top.
Kohler said stroboscope is better, but with a non-functioning engine that is not possible. Calendar so static should be done using a light test on wiring clipped ht. The light is extinguished when the points of closure, when the points open.

I was wondering if there even be the spark plugs without using the old magneto supplied with the engine.
Help would be greatly apreciated. I want to hear this old POS run!
Oh yeah, he still has a high compression so I'm pretty sure I can manage to run so I have a spark.
I do not know the model number of this engine. Its so old that the cover plate is aluminum oxide-coated white. the number that I can guess is 4.

so hard to get sparks power other than the original mag.
Maybe if you try to find someone older who specializes in magneto then they surly fix for you.
